County expected to formally reduce number of JP, constable precincts today
The Angelina County Commissioners Court is expected to consider formally adopting a plan today that would the number of justice of the peace and constable precincts from five to four.
The proposed plan would consolidate Precinct 4, which includes Zavalla and the southern portion of the county, with Precinct 3, which includes Huntington.
The proposed changes would not immediately come into effect for at least three years, county officials said, as Pct. 4 Justice of the Peace Claude Marshall Jr. is in the first year of a four-year term.
State statute provides that counties with the population of Angelina maintain a minimum of four precincts.
County officials have said that they intend to maintain a tax office and continue to offer automobile registration services in the affected part of the county.
According to officials, the reduction would save the county about $140,000 a year.
Also on the agenda of the commissioners’ 10 a.m. meeting is a public hearing on the county’s proposed fiscal 2012 budget and tax rate.
Angelina County Judge Wes Suiter told commissioners earlier this month that the county can balance the proposed $21.3 million budget with an effective tax rate of 45.22 cents, the rate needed to generate the same amount of revenue as last year, slightly higher than current tax rate of 44.75 cents per $100 valuation.
The proposed budget would not allow for salary increases or added personnel, county officials said, and would require the transfer of about $1 million from the county’s landfill fund and about $344,000 from the general fund balance.
The county’s fiscal year runs from Jan. 1 to Dec. 31.
In other business, commissioners will consider:
■ Awarding the bid for the 2008 Ike 1 Disaster Recovery Package No. 2 Shelter Project.
■ Action on the easement and right of way between the county and Oncor Electric Delivery.
■ Participation in the 2012 State Automatic Victim Notification System program grant.
